The Executive Order adopting the Education Sector Mechanism (ESM), project of the ABC+: Advancing Basic Education in the Philippines has been signed by Albay Governor Edcel Grex Lagman together with Dr. Thomas LeBlanc, Director of Education Office USAID Philippines.
During the launching of Province of Albay for Early Grade Learning: Community in Action Education Sector Mechanism (ESM), LeBlanc and Angelica Sanchez, Project Manager, highlighted their goal of helping in improving the basic education in terms of numeracy and literacy for Kindergarten up to Grade 3 learners in Albay Province.
The ABC+ project is in partnership with the Department of Education (DepEd) and United States Agency for International Development (USAID).
The said ABC+ project is in partnership with the Department of Education (DepEd) and United States Agency for International Development (USAID), and now with the Provincial Government of Albay to develop programs that are vital in strengthening the education system in the province.
Lagman aims to increase the literacy rate in the province, thus, the ABC+ project supports his thrust.
Moreover, the governor expressed his utmost gratitude to ABC+ for choosing Albay as a partner for the implementation of ESM.
He further pledged his commitment as the Governor, that the Provincial Government of Albay will be supporting and sustaining the said project along with the conveyed commitments of SDO superintendent, Norma Samantela, CESO IV, thru SDO assistant superintendent, Jeany T. Abayon from Albay Schools Division Office (SDO) and President of Albay Chamber of Commerce Inc. Rosemarie Quinto-Rey to represent the private sectors in Albay.

Tabaco Mayor Cielo Krisel Lagman-Luistro expressed her support and commendation for Albay and ABC+ partnership.
Moreover, an orientation for the Provincial ESM Technical Working Group, concerned provincial department heads and staff was held to delve deeper with the plans and goals of the project as well as to plan for further workshops and activities.
