The Department of Trade and Industry (DTI), together with the Department of the Interior and Local Government (DILG), Department of Science and Technology (DOST), and the Rizal Commercial Banking Corporation (RCBC), launched a nationwide initiative called “Timbangan ng Bayan” through a memorandum of understanding signed a day before Trade Secretary Fred Pascual stepped down from office.
The project, themed “Tamang Timbangan, Para Hindi Kulang” will empower consumers to verify the weight of their purchases and protect themselves from unfair trade practices.

This is through the installation of branded, caged five-kilo weighing scales in public wet markets within fourth-, fifth-, and sixth-class municipalities.
These weighing scales will also offer consumers a free and accessible means to confirm the accuracy of product weights before and after completing transactions in public wet markets.
Beyond providing accurate weighing scales, “Timbangan ng Bayan” stations will serve as information hubs, displaying consumer rights and responsibilities in local dialects and providing contact details for filing complaints regarding weight discrepancies.
This comprehensive approach aims to educate consumers and equip them with the knowledge and resources to actively participate in upholding fair trade practices.
Under this project, the RCBC will provide the “Timbangan ng Bayan” units. To ensure the proper care and upkeep of these units, the DILG will issue directives to relevant authorities.
In parallel, the DTI will facilitate the installation of the stations and coordinate with local government units and public wet markets to ensure seamless integration.
Meanwhile, the DOST shall regularly calibrate the weighing scales at reduced rate to ensure its accuracy.

The misrepresentation of the true weight and measure of goods sold is punishable by law under Articles 64 and 65 of the Consumer Act of the Philippines, as amended.
In line with this, Republic Act No. 11706 or the “Timbangan ng Bayan Law” mandates all provincial, city, and municipal governments to establish accessible TNB Centers in all public and private markets, including supermarkets, and when practicable, in flea markets or tiangges and grocery stores, within their respective localities.
Aligned with the Department’s pillar of ALAGAng Konsyumer, the initiative champions accurate consumer information to empower consumers and raise awareness of their rights.
