The Department of Labor and Employment (DOLE) – Region, represented by DOLE Caraga Regional Director Atty. Joffrey Suyao, joined forces with the City Government of Surigao, led by Mayor Pablo Yves Dumlao II, in a significant step toward community development.
The collaboration was formalized through a Memorandum of Agreement (MOA) signing ceremony attended by key stakeholders, including City Councilor Karl Duane Casurra, DOLE Caraga TSSD Chief Annie Tangpos, DOLE Caraga Senior Labor and Employment Officer Lilian Solis, DOLE-SDN Provincial Head May C. Velonta, and Public and Employment Service Office (PESO) Head Arciazel Lagrama.
The MOA paves the way for the implementation of the “Kabuhayan Program,” a DOLE initiative focused on poverty reduction and inclusive economic development.

A budget of P4.1 million has been allocated for the program, benefiting a total of 140 individuals in Surigao City.
Among the beneficiaries, 17 are from the children’s sector, while 123 are from the Muslim Community.
