A President who has delivered on his promises for the people, especially the “probinsyano.”
This, according to House Appropriations Committee Chairperson Karlo “Ang Probinsyano” Nograles, is his take on President Rodrigo Duterte’s third State of the Nation Address (SONA) today.
“Whereas in the past State of the Nation Addresses of President Duterte were outlines of his vision for our country, his third SONA will be a report of how far he has gone in making his vision a reality––a report of his extraordinary accomplishments in partnership with Congress,” said Nograles.
To stress this point, the solon from Davao enumerated several of the Presidential promises that have been kept, and said that this was proof that he would be able to deliver on his other pledges.
“In his last SONA, the President promised among others that he would double the salary of our men and women in uniform and he did. Next in line is the salary increase for our teachers and other government workers. Last SONA, he promised a new Bangsamoro Basic Law (BBL) and now we have a new BBL which hopes to end the cycle of conflict in some parts of Mindanao,” explained the solon.
According to the lawyer-legislator, the President has signed laws in the past year that will have a significant impact on the lives of people not just in the nation’s capital, but those who live outside Metro Manila––proving that “a President from the province will always remember those in the provinces.”
“Next in line is the salary increase for our teachers and other government workers.”
“He promised full government support for rural folk and now we have the Free Irrigation Law and he has expanded the coverage of our Conditional Cash Transfer (CCT) program. Just recently, the President signed into law the Electric Cooperative Emergency Resiliency Fund, which would allow the quick recovery of electric cooperatives in times of calamities without passing the burden on their members.”
“The President promised the Golden Age of Infrastructure through his Build, Build, Build Program and now we see it happening even in the remotest of barangays,” added Nograles.
Nograles said that the additional social services that will be provided by government under the present Administration were “long overdue.”
“At the beginning of his term, he promised accessible quality education for all and this SONA, I would expect him to report that the Free College Education Law is in full effect. He promised quality health care for all, and now we have a National Feeding Program Law to fight malnutrition among our children. In the works are the Expanded Health Care Program and Supplemental Budget for our Dengvaxia victims,” Nograles said.
The Duterte Administration, has consistently shown its commitment to make “all our lives easier.”

“He promised an end to the bureaucratic red tape to shore up business and make life easier for all of us and now we have the Ease Of Doing Business Law. When the president came to power, it would take months before you can get a drivers’ license but now it would only take less than an hour and the best of it all, it expires after five years.”
This, Nograles said, shows that the President “has delivered and will continue to deliver on his promises for our people and I would expect that this would be the gist of his 3rd SONA.”
