Luntiang Pilipinas Party List reminded local government units, national government agencies and the public to always prepare for typhoons, like Tropical Depression ‘Usman,’ which is expected to make landfall over Eastern Samar today.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) placed at least 20 areas under Signal No. 1 in its severe weather bulletin update issued at 8 p.m. on Thursday.
Usman was spotted 365 kilometers east of Guiuan, Eastern Samar, moving westward at 10 kilometers per hour (kph). It packs maximum sustained winds of 55 kph near the center, with gustiness reaching 65 kph.

The party list said that LGUs should always have a community evacuation plan in place, and conduct information dissemination on Usman’s strength and its impacts, as well as all other typhoons that are expected to hit the country.
“Those in high-risk areas should be evacuated to safer places. We call on every barangay in the path of ‘Usman’ to inform citizens of the advent of possible landslides, flooding and storm surges in their areas,” it said in a statement.
Utilizing pre-determined evacuation centers, LGUs are expected to prioritize the evacuation of families living in landslide-prone and flood-prone areas, it added.
Luntiang Pilipinas Party List urged concerned national government agencies and local disaster risk reduction and management councils to be on heightened alert.
“We urge DRR officers to ensure that citizens in their locales are safe, secure. Preparation is key to safety and security,” expressed the partylist. It called for the timely release of updated advisories, use of all forms of early warning systems, and forced evacuation if and when necessary.

Shelters for evacuees should have been prepared ahead of time and stocked with emergency supplies of food, water, medicine, shelter, and other basic necessities.
