President Ferdinand Marcos, Jr, appointed three (3) new members of the Career Executive Service Board (CESB), namely: Department of Agrarian Reform (DAR) Undersecretary Luis Meinrado C. Pañgulayan, Office of the President Undersecretary Lolibeth R. Medrano, and Office of the President Director Andrea Maila A. Ordañez.
The new appointees were sworn into office on November 3, 2022 by Civil Service Commission (CSC) and Career Executive Service Board Chairperson Karlo Nograles.
The CES includes the following positions: Undersecretary, Assistant Secretary, Regional Director, Assistant Regional Director, Bureau Director, Assistant Bureau Director, and among others.
The CESB was created to serve as the governing body of the Career Executive Service (CES), the “third level” or the managerial class in the group of career positions in the Philippine Civil Service. As the governing board of the CES, the CESB is mandated to promulgate rules, standards, and procedures in the selection, classification, compensation, and career development of members of the CES.
Pursuant to Presidential Decree No. 1 and its amendments, the CSC Chairperson and Development Academy of the Philippines President seat at CESB as ex-officio members, while six (6) other members from both government and the private sector who are familiar with the principles and methods of personnel administration shall be appointed by the President for a term of six (6) years.
The CES includes the following positions: Undersecretary, Assistant Secretary, Regional Director, Assistant Regional Director, Bureau Director, Assistant Bureau Director, and among others.
ATTY. LUIS MEINRADO C. PAÑGULAYAN, CESO I
Atty. Luis Meinrado C. Pañgulayan is currently the Undersecretary for Policy, Planning and Research Office at the DAR, where he also served as Undersecretary for Legal Affairs and Vice Chairman of the DAR Adjudication Board from February 2015 until June this year. He was the Council Secretary of the Presidential Agrarian Reform Council from 2016-2021.
He is the Alternate Director of the Board at the Land Bank of the Philippines since 2015.
As head of the Agrarian Legal Sector, he spearheaded the Zero-backlog Project, which facilitated the swift and efficient agrarian justice service delivery. He also secured major Supreme Court Decisions which amplified the indefeasibility of agrarian reform titles and the authority of the DAR to complete the process of land acquisition and distribution without interference from the regular courts.
He completed his Political Science (National State Scholar) and Law degrees at the University of the Philippines in Diliman. He was admitted to the Philippine Bar in 1992 and practiced law for more than two decades.
He graduated with the degree of Master in National Security Administration (MNSA) at the National Defense College of the Philippines (NDCP) in 2021 with honors (summa cum laude) receiving the Bronze Medal for Academic Excellence. He also received a Meritorious Award for his Thesis entitled: Beyond the Parcelization of Collective Certificates of Land Ownership Award: Addressing the Challenges of Economic Empowerment in the Agrarian Reform Mandate.
He is a reservist officer of the Philippine Army with the rank of Lieutenant Colonel.
He was conferred with CES Eligibility on 17 October 2019 and CES Rank I on July 27, 2021. He is leading the 41 members of the 42nd Session of Salamin-Diwa ng Paglilingkod (SalDiwa), the core training program of the CESB.
ATTY. LOLIBETH R. MEDRANO, CESO II
Atty. Lolibeth R. Medrano is recognized as one of the Presidential 2020 Gawad CES awardees. While she was serving as the Bureau Director of the Bureau of Patents of the Intellectual Property Office of the Philippines (IPOPhil), she was acclaimed as one of the leading personalities involved in the agency’s earning the distinction of being an International Searching Authority/Preliminary Examining Authority (ISA/IPEA)—the only other country in Southeast Asia besides Singapore to do so. For over four years, she led the group that laid the groundwork towards the ISA/IPEA designation and oversaw the implementation of organization development activities in the following key areas: Organizational and Institutional Capacity, Structured Training Program, Access to Patent Databases, and Quality Management System.
She completed her Bachelor’s Degree in Public Administration at the University of the Philippines (cum laude) and her Master in Politics and Public Policy at the Macquarie University in Australia as an Australian Development Scholar. She finished her Bachelor of Law in 2001 at San Beda College and passed the Philippine Bar Examination in the same year. She then completed her Master of Laws from Ateneo Law School.
She was conferred CES Eligibility in 2012 and was recently promoted to CES Rank II in view of her win as 2020 Presidential Gawad CES awardee.
She has very expansive experience in the public service having worked at various government offices, such as the Presidential Management Staff, House of Representatives, Home Development Mutual Fund, National Home Mortgage Finance Corporation, Department of Environment and Natural Resources, and the OP. She was recently appointed as Undersecretary at the Office of the President.
ANDREA MAILA A. ORDAÑEZ, CESO III
Ms. Andrea Maila A. Ordañez is the Director IV of the Human Resource Management Office of the OP, where she started in 1986. She rose through the ranks and got appointed as Director III in 2001 and conferred with the CES Eligibility in the same year.
She was appointed to CESO Rank IV in 2003 and in 2009, she was promoted to CESO Rank III, a rank higher than a director III position in recognition of her meritorious performance.
She completed her Bachelor’s Degree in Psychology and Master’s Degree in Public Administration at the University of the Philippines, Diliman. She was a Philippine delegate to the 16th Ship for Southeast Asian Youth Program (SSEAYP).
