The Metropolitan Manila Development Authority (MMDA) and the Department of Labor and Employment (DOLE) have signed a Memorandum of Agreement (MOA) for the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers Program (TUPAD) program which provides temporary employment and support to displaced workers in Metro Manila.
MMDA and DOLE, represented by Acting Chairman Atty. Don Artes and Secretary Bienvenido Laguesma, signed the MOA marking the program’s launch at the MMDA Head Office in Pasig City where several beneficiary representatives received their TUPAD shirts, safety gear, and materials.
“We would like to thank the DOLE for extending assistance to address the urgent needs of displaced workers in Metropolitan Manila. This collaboration will extend additional support in the effective and efficient delivery of the agency’s services, particularly flood mitigation measures and assistance in back-to-school preparations,” Artes said.

TUPAD, a community-based program, provides immediate relief to those facing economic hardships, including displaced, underemployed, and seasonal workers.

The MMDA, through its Administrative Services, is responsible for providing a list of beneficiaries, relevant job descriptions, a consolidated budget proposal, and other necessary information as required by DOLE. The MMDA ensures that the selected beneficiaries meet the necessary requirements and standards set forth by the DOLE.

Under the MMDA-DOLE TUPAD program, the beneficiaries will engage in a range of tasks aimed at improving public schools. These tasks include sweeping, removal of litter and debris, planting of ornamental plants, cleaning and clearing of canals and esteros, deepening of open waterways, desilting of drainage mains, declogging of drainage laterals, fabrication and installation of manhole covers, installation of steel gratings, classroom repairs, maintenance work, and clean-up of public schools.
Beneficiary orientations per batch will follow, to be conducted in an organized manner to ensure that all beneficiaries receive necessary information and instructions on job descriptions, safety guidelines, and project details. This streamlined approach aims to facilitate effective resource distribution, coordination, and communication.
Furthermore, the MMDA-DOLE TUPAD partnership plays a vital role in preparing for the upcoming back-to-school season. The beneficiaries of the program will engage in various tasks aimed at improving public schools and creating a conducive learning environment for students.
