The Land Transportation Office’s (LTO) auction for the supply of new drivers license cards should include a system that would deliver through mail the cards to applicants including those who apply online.
This according to Quezon City Rep. Winnie Castelo, chairman of the House Committee on Metro Manila Development.
Castelo said that less human intervention in the procedures from the application to the delivery of driver’s licenses will greatly reduce opportunity for corrupt practices while providing as well immense convenience to the public.

The LTO has a backlog in the issuance of licenses for 3.6 million applicants nationwide.
The LTO has set a pre-bid conference for the procurement of pre-printed driver’s license cards for 2018 on May 15.
Last April 26, the LTO also launched the online Personal Appointment and Scheduling System (PASS) that allows application and renewal for licenses and vehicle registration through the Internet.

Castelo added that government agencies should be guided by the expressed policy of President Rodrigo Duterte to reduce the processes and the length of time in acquiring licenses and other government accreditations and permits.
“Most of all, the President had stated his disapproval for even a ‘whiff’ of corrupt practice that is the policy that public servants should strictly adhere to,” Castelo said.
