HOW SOLID IS THE NORTH?

In this quick look at the 2022 party-list election results in Northern Luzon, the IKOT.PH Strategic Research Team listed all the party-list groups that obtained at least 2% of the votes in each of the provinces and independent cities of the Ilocos Region (Region 1), Cagayan Valley (Region 2) and the Cordillera Administrative Region (CAR).

It can immediately be seen that in almost 2/3 of the provinces and independent cities in Northern Luzon, only one up to five party-list groups (out of the 178 official candidates) controlled more than 1/2 of their votes.

In any case, let us now examine in detail each of the provinces and independent cities of the Ilocos Region (Region 1), Cagayan Valley (Region 2) and the Cordillera Administrative Region (CAR).

ILOCOS REGION

71% of the party-list votes in La Union was captured by only seven party-list groups. 50% of these votes went to only one party-list group (Probinsyano Ako of the Fariñases of Ilocos Norte).

70% of the party-list votes in Ilocos Sur was captured by only five party-list groups. 50% of these votes went to only one party-list group (Ako Ilocano Ako of the Singsons of Ilocos Sur).

66% of the party-list votes in Ilocos Norte was captured by only six party-list groups. 50% of these votes went to only two party-list groups, the topnotcher getting a 41% vote share (Probinsyano Ako of the Fariñases of Ilocos Norte).

64% of the party-list votes in Pangasinan was captured by only four party-list groups. 50% of these votes went to only two party-list groups, the topnotchers getting a 35% and 20% vote share, respectively (Api of the Espinos of Pangasinan and Abono of the Estrellas of Pangasinan).

61% of the party-list votes in the independent city of Dagupan was captured by only five party-list groups. 50% of these votes went to only three party-list groups, the topnotcher getting a 35% vote share (Tulungan Tayo whose first nominee is a City of Dagupan Councilor).

CAGAYAN VALLEY

70% of the party-list votes in the independent city of Santiago was captured by only eight party-list groups. 50% of these votes went to only three party-list groups, the topnotchers getting a 23% and 20% vote share, respectively (Philreca of Rep. De Jesus of Isabela and LPGMA of Rep. Ty of Isabela).

67% of the party-list votes in Isabela was captured by only six party-list groups. 50% of these votes went to only two party-list groups, the topnotcher getting a 39% vote share (LPGMA of Rep. Ty of Isabela).

57% of the party-list votes in Batanes was captured by only seven party-list groups. 50% of these votes went to only four party-list groups, the topnotcher getting a 38% vote share (Philreca of Rep. De Jesus of Isabela).

52% of the party-list votes in Quirino was captured by ten party-list groups. Only one party-list group garnered double digits, 13% (Anac-IP of Rep. Panganiban of Isabela).

40% of the party-list votes in Cagayan was captured by only eight party-list groups. No party-list group garnered double digits.

40% of the party-list votes in Nueva Vizcaya was captured by thirteen party-list groups. No party-list group garnered double digits.

CORDILLERA ADMINISTRATIVE REGION

70% of the party-list votes in Abra was captured by only four party-list groups. 50% of these votes went to only two party-list groups, getting a 44% and 19% vote share, respectively (ACT-CIS of the Tulfo brothers and Turismo of the Tulfo sister).

66% of the party-list votes in Benguet was captured by only seven party-list groups. Only two party-list groups garnered double digits, getting a 22% and 17% vote share, respectively (IPEACE EPANAW of the NCIP-CAR Regional Director and ACT-CIS of the Tulfo brothers).

58% of the party-list votes in Mountain Province was captured by only eight party-list groups. Only two party-list groups garnered double digits, getting a 17% and 16% vote share, respectively (IWI of the Igorots/Cordillera NGO and IPEACE EPANAW of the NCIP-CAR Regional Director).

56% of the party-list votes in Apayao was captured by eleven party-list groups. Only one party-list group garnered double digits, getting a vote share of 12% (Anac-IP of Rep. Panganiban of Isabela).

55% of the party-list votes in Kalinga was captured by only seven party-list groups. Only one party-list group garnered double digits, getting a 32% vote share (IWI of the Igorots/Cordillera NGO).

53% of the party-list votes in Ifugao was captured by only eight party-list groups. Only two party-list groups garnered double digits, getting a vote share of 15% and 11%, respectively (IWI of the Igorots/Cordillera NGO and Anac-IP of Rep. Panganiban of Isabela).

53% of the party-list of votes in the independent city of Baguio was captured by thirteen party-list groups. Only one party-list group garnered double digits, 11% (ACT-CIS of the Tulfo brothers).

“Less than 3% of the official candidates for the 2022 party-list elections control more than half of the votes in more than 60% of provinces and independent cities of Northern Luzon.”

So, how solid is the north for party-list groups that may want to get some votes in its provinces and independent cities? Pretty solid, we say. Less than 3% of the official candidates for the 2022 party-list elections control more than half of the votes in more than 60% of its provinces and independent cities.

In the entire Northern Luzon, only the provinces of Cagayan and Nueva Vizcaya are practically up for grabs. Only 40% of the votes in these two provinces were taken by party-list groups that obtained at least 2% of the votes, a total of 8 party-list groups in Cagayan, and a total of 13 party-list groups in Nueva Vizcaya. None of these party-list groups garnered double digits.

As for provinces and independent cities where not a single party-list group got a 20% vote share, these are: the City of Baguio (topnotcher got 11%), Apayao (topnotcher got 12%), Quirino (topnotcher got 13%), Ifugao (topnotcher got 15%), and Mountain Province (topnotcher got 17%). These vote shares can barely be claimed to be “bailiwick” votes, but of course they are also not insubstantial.
