House Bill 7447, which gives barangay health workers representation in the local health board through their federation presidents at the provincial, city, and municipal levels, has passed the House of Representatives on third and final reading.
HB 7447 also gives local health board the mandate to propose incentives or benefits for barangay health workers as prescribed by law and other matters requiring expenditures of local funds on health services
The filing author of HB 7447 is Quezon Province First District Representative Wilfrido Mark Enverga.
“Title V of the Local Government Code of 1991 is a chapter of the Code which does not usually get amended, but after seeing the key role of BHWs in the response to the COVID pandemic, I firmly believe it was necessary to involve BHWs more deeply in local health policy and give them the commensurate benefits for their welfare,” Enverga said.
“This localized approach to address the plight of BHWs would complement the proposed Magna Carla for Barangay Health Workers.”
