Service, not savings.
This is the purpose of billions of pesos of funds allocated to the Department of Agriculture (DA), stressed AGRI Party-list Rep. Wilbert T. Lee as he secured the commitment of the agency to simplify and streamline the estimated 50 requirements needed by farmers, fisherfolk and cooperatives to receive much-needed assistance to boost their production.
Lee proposed to streamline requirements to facilitate the distribution of services and establishment of facilities that will help farmers and fisherfolk increase their production, which the DA committed to do.
At the plenary budget deliberation of the proposed 2024 DA budget, the Bicolano lawmaker revealed that an estimated P14.95 billion out of 19.63 billion pesos of the department’s 2023 budget for major post-harvest programs remain unutilized as of the 2nd quarter of this year.
Lee said “dito po tayo talagang nadidismaya at nanghihinayang. We want the agency to spend the budget, help our people, and save lives. Sa ginagawa nating budget, hindi savings ang objective, service ang objective.”
“Kaya yang underspending na yan, kasalanan sa taumbayan yan dahil ipinagkakait natin sa kanila ang ayuda at suporta na kailangang-kailangan nila at nararapat na makuha nila.”
According to the solon, failure of agricultural workers and cooperatives to comply with myriad, cumbersome requirements is one of the reasons funding for pre-harvest and post-harvest activities to cooperatives and agricultural workers is not disbursed.
Lee pointed out that “challenge po talaga, lalo na sa kooperatiba na walang pondo ang maka-comply sa sangkatutak na mga requirements na ito na napakahirap kumpletuhin. Tulad ng matagal ko nang panawagan sa mga kapwa ko nasa gobyerno, huwag tayong dumagdag sa mga pasanin ng ating mga kababayan. Ang trabaho natin ay pagaanin ang kanilang pamumuhay.”
“Para saan ang isang kilometrong listahan ng requirements na kailangan nilang masunod, na sa pagtataya ko ay hindi bababa sa 50 requirements from registration, accreditation, endorsement at different proofs of capacity. On top of this, meron pang evaluation at validation bago ang approval,” he explained.
During the said budget deliberation, Lee lamented that Congress’ efforts to allocate billions of funding for crucial services for farmers and fishermen are all in vain if these remain unutilized.
“Kumbaga, nagluto ang Kongreso ng ulam, pero wala sa ating mga kababayan ang nakakain. Ang ginawa ng mga government agencies, dahil sa sandamukal at mission impossible na requirements, walang nakatitikim sa inihain ng Kongreso na budget para sa mga magsasaka at mangingisda. Mula noon, hanggang ngayon, bilyon-bilyon ang pondo para sa ayuda at serbisyong hindi nakakarating sa paroroonan, walang nakakakita, hanggang amoy-amoy lang ang mga tao,” stated Lee.
“Sana po walang buhay na nawala dahil hindi dumating sa takdang panahon ang proyekto ng gobyerno. Sana po walang pamilya ng magsasaka at mangingisda ang namatayan ng kamag-anak dahil kapos, walang pambili ng pagkain, walang pambili ng gamot o walang pambayad sa ospital. Sana po, iniisip nating mga kawani ng gobyerno na sa mga programa na ating ginagawa, sa mga pondo na ating inilalaan, buhay ng Pilipino ang nakataya. Dapat ang mas mahalaga ay ang buhay at hanapbuhay ng ating mga kababayan.”
To address this, Lee proposed to streamline requirements to facilitate the distribution of services and establishment of facilities that will help farmers and fisherfolk increase their production, which the DA committed to do.
“Dapat lang simplehan ang mga hinihingi ng DA para pabilisin ang pamamahagi nitong mga pre-harvest services and post-harvest facilities para naman mapakinabangan ito agad ng ating mga magsasaka at mangingisda na itinuturing natin na mga food security soldiers sa ating laban sa gutom at kahirapan,” Lee said.
“Tayo po sa gobyerno ang dapat lumalapit, gumagawa ng paraan para maihatid ang tulong sa mga nangangailangan nating kababayan sa lalong madaling panahon.
