CUA RE-ELECTED AS ULAP INTERIM PRESIDENT

Quirino Governor Dax Cua has been re-elected as interim president of the Union of Local Authorities of the Philippines (ULAP).

Cua retained the presidency in an election conducted on Thursday, September 1, at the Boracay Function Room of the Edsa Shangri-la Hotel in Mandaluyong City.

Cua, who also serves as chair of the LPP, vowed that ULAP would continue engaging with the national government and other sectors in efforts to attain full local autonomy and empowerment.

South Cotabato Governor Reynaldo Tamayo, Jr. was elected chairman.

“I would like to thank my colleagues for the continued trust. Makakaasa po ang lahat na patuloy na isusulong ng mga officers ng National Executive Board ang mga adhikain ng ULAP, lalo na sa pagtaguyod ng mga local government units bilang partner sa pag-unlad ng sambayanan,” Cua said.

ULAP is a collective of the leagues and federations of local government stakeholders in the country, including the League of Provinces of the Philippines, League of Cities of the Philippines, League of Municipalities of the Philippines, Philippine Councilors League, Liga ng mga Barangay, among others.

Cua, who also serves as chair of the LPP, vowed that ULAP would continue engaging with the national government and other sectors in efforts to attain full local autonomy and empowerment.

“Among our immediate goals is making LGUs more capable to ensure we can uphold the greater responsibilities thrust upon us by the Mandanas-Garcia ruling. Mabigat ang responsibilidad na dala ng devolution, kaya’t kailangang masiguro na may technical know-how ang mga LGU para magamit nang wasto at epektibo ang dagdag na pondo,” the governor said.

The Supreme Court’s Mandanas-Garcia ruling granted  LGUs a larger share of all of the country’s revenues, now called national tax allotment, instead of just the internal revenue allotment previously.

The NTA for LGUs set aside from this year’s P5.02-trillion budget amounts to P959.04 billion.
