CUA JOINS CELEBRATION OF 32ND LGC ANNIVERSARY

Union of Local Authorities of the Philippines (ULAP) president and Quirino Governor Dax Cua joined the Philippine Local Governance Forum’s “Festival of Local Excellence.”

Hosted by the Department of the Interior and Local Government (DILG) and by the Local Government Academy (LGA), the event celebrates the 32nd anniversary of the Local Government Code (LGC) of 1991.

“We must accept that indeed, and as I always say, the future is local. It underscores the fundamental principle that effective local governance is not synonymous with mere administrative delegation.”

In his address, Cua acknowledged the remarkable progress made over the past three decades but emphasized the need for continuous improvement.

He reiterated his belief that “The Future is Local,” highlighting that effective local governance involves substantive authority given to LGUs to make decisions that profoundly impact their communities.

“We must accept that indeed, and as I always say, the future is local. It underscores the fundamental principle that effective local governance is not synonymous with mere administrative delegation but rather demands the conferral of substantive authority upon local government units to make decisions that profoundly impact the lives of their communities,” he said.

Cua stressed that while the LGC was a monumental step forward, it should serve as a foundation for even stronger and more resilient communities. The ever-evolving landscape of our localities demands innovation and adaptability from public servants.

Furthermore, Cua emphasized the need to strengthen decentralization and local autonomy, urging national government partners to trust local governments.
