The Civil Service Commission (CSC) welcomed the results of a recent national survey where it ranked 9th among the most trusted, and 10th among the most approved government agencies.
CSC Chairperson Karlo Nograles expressed his gratitude to the Filipino public for trusting the agency as it performs its mandate as the central human resource agency of the Philippine government.
“Makakaasa ang sambayanan na ating iingatan ang tiwalang ito at pag-iibayuhin pa ang ating mga ginagawang programa at serbisyo tungo sa mas mahusay na serbisyo sibil ng bansa.”
“Isang karangalan para sa CSC ang mapabilang sa pinagkakatiwalaan at sinasang-ayunang institusyon ng gobyerno. Makakaasa ang sambayanan na ating iingatan ang tiwalang ito at pag-iibayuhin pa ang ating mga ginagawang programa at serbisyo tungo sa mas mahusay na serbisyo sibil ng bansa,” Nograles said.
The civil service chief noted that the recognition is a product of CSC’s well-crafted policies and programs in 2022 aimed to improve the 1.8-million public sector workforce as the country strives to build back better after the height of the COVID-19 pandemic.
Among CSC’s most notable policies issued last year is CSC Resolution No. 2200209, promulgated on 18 May, which allowed the adoption of flexible work arrangements in the civil service as part of the nationwide effort to transition from a state of public health emergency to the new normal.
These flexible work arrangements include flexiplace, compressed workweek, skeleton workforce, work shifting, flexitime, and any combination of these.
In light of the implementation of Executive Order No. 138, which provides for the full devolution of certain functions of the Executive Branch to the Local Governments Units (LGUs), the Commission also introduced guidelines on the transfer of affected personnel, as well as on the establishment of organizational structures and staffing patterns in the LGUs.
As CSC endeavors to improve customer engagement, Contact Center ng Bayan (CCB), the feedback mechanism for customers of government services, acted on 134,638 transactions and resolved 134,504, posting a resolution rate of 99.90%.
Nograles also announced that the CSC Regional Offices acted on 95.05% or 741,222 appointments out of the total 779,830 appointments received within the year, including pending appointments from previous years.
Moreover, in 2022 alone, a total of 97,181 individuals were added to the pool of eligibles for government service, composed of those who passed civil service examinations and those who were granted eligibility based on specific laws and CSC issuances.
As part of measures to strengthen employee welfare, registration of public sector employee organizations (PSEOs) continued apace in 2022.
He noted that 68 PSEOs were conferred registration status jointly by the CSC and the Department of Labor and Employment – Bureau of Labor Relations.
Said figure represents a 3.42% increase over the previous year’s total.
Moreover, 24 PSEOs were accredited in 2022, and by yearend, total number of accredited PSEOs has reached 1,343.
CSC Regional Offices continued to implement the Program to Institutionalize Meritocracy and Excellence in Human Resource Management or PRIME-HRM, where they assess the HR systems of government agencies, provide assistance to address identified gaps and issues, and give awards to those that achieve HR excellence.
PRIME-HRM is anchored on the principle that excellent HR management results in excellent public service.
For 2022, a total of 476 agency HRM systems were given recognition, 114 were conferred the PRIME-HRM Accreditation Award, and 101 were conferred the PRIME-HRM Bronze Award—a testament of CSC’s continuing efforts to improve HRM in the public sector.
Meanwhile, CSC’s Civil Service Institute, which provides training and personnel development interventions to government officials and employees, implemented 21 planned courses that facilitated the learning and development of 33,586 civil servants.
“These accomplishments would not be possible without the dedication and effort of each and every CSC employee to make the institution the leader in empowering people in human resource,” Nograles stressed.
“Patuloy nating itaguyod ang pangunahing adhikain ng burukrasya – na paglingkuran ng tapat at mahusay ang sambayanang Pilipino.”
“Ang mabilis at maayos nating pagbibigay ng serbisyo sa ating mga kababayan ang nagsilbing daan upang makamit natin ang pagkilalang ito. Kaya’t patuloy nating itaguyod ang pangunahing adhikain ng burukrasya – na paglingkuran ng tapat at mahusay ang sambayanang Pilipino,” he added.
The poll (2023 Pahayag First Quarter Survey) was held between 2 and 6 March 2023.
According to Publicus Asia, the group behind the survey, 1,500 registered Filipino voters were randomly sampled by PureSpectrum, from its national panel of more than 200,000 Filipinos.
