Jett Nisay, was a former Balanga City, Bataan Councilor, and a former Chief of Staff to then Bataan 2nd District Cong. and former Balanga City, Bataan Mayor and now Bataan Governor Joet Garcia. But Bataan is not Marinduque, right? Right. And the reason why Pusong Pinoy garnered almost 30% of the votes in Marinduque is not because of Bataan but because it was heavily supported by incumbent Marinduque Cong. (2010-2013, 2016-2019, 2019-2022, 2022-2025) and former Speaker (2020-2022) Lord Allan Velasco whose father is incumbent Marinduque Governor (2019-2022, 2022-2025) Presby Velasco. That’s why. In addition, its Chairman Emeritus and 2nd Nominee for the 2022 elections was Toper Laus, a local businessman in Marinduque who is now running for Mayor of Torrijos, Marinduque for the 2025 elections.

PMCC or Pentecostal Missionary Church of Christ (4th Watch) is a religious denomination whose founder Arsenio Ferriol hails from Odiongan, Romblon but started as a preacher in San Jose, Occidental Mindoro. Its incumbent representative, Cong. Irene Ferriol-Saulog (2019-2022, 2022-2025), is the daughter of Arsenio Ferriol. Its former representative, former Cong. In 2019 and in 2022, incumbent Cong. Jocelyn Tulfo, wife of incumbent Sen. Raffy Tulfo, was and still is one of its representatives. Until 2025, but starting only in 2023, incumbent Cong. Erwin Tulfo is one of its representatives, although he is now running for Senator in the 2025 elections. Previously, ACT-CIS first won a seat in 2013 but lost in 2016.

So, what is the party-list story of Southern Tagalog? Except for at most four provinces, Region IV-A (CALABARZON) and Region IV-B (MIMAROPA) are both wide open.

The two party-list groups (AGAP and AnaKalusugan) that scored double digits in Batangas together captured more than 1/3 of the party-list votes in the province. No other party-list group figured in double digits. This can hardly be called ownership.
The one party-list group (Pusong Pinoy) that scored double digits in Marinduque captured almost 1/3 of the party-list votes in the province. No other party-list group figured in double digits. This can hardly be called ownership.
The one party-list group (Alona) that scored double digits in Quezon captured more than 1/4 of the party-list votes in the province. No other party-list group figured in double digits. This can hardly be called ownership.

Beyond the above scores, no party-list group can factually claim that they own any province or independent city in Southern Tagalog, or that it is their bailiwick in the real sense of the word.
