House Deputy Minority Leader and Bagong Henerasyon Party-list Representative Bernadette “BH” Herrera said a key component of the national long-term disaster mitigation program is nearing enactment into law.
Herrera said the “Ligtas Pinoy” Centers bill of the Senate was recently adopted as an amendment to House Bill 7354.
“I do not see the need now for a bicameral conference. The next step is sending the ‘Ligtas Pinoy’ bill to President Ferdinand R. Marcos Jr for his signature,” the veteran legislator said.
The seasoned lawmaker is one of the authors of HB 7354.
“The initial implementation can be funded from the 2025 national budget.”

She suggested to the DPWH to start identifying the barangays where the new evacuation centers can be built.
“I recommend barangays where typhoons make landfall, towns around active volcanoes, and LGUs most likely to experience destructive earthquakes and landslides.”

She stressed the Ligtas Pinoy bill has “enough parameters and guidelines for the DPWH and other involved agencies to build evacuation centers that will be safe zones in times of calamity.”
