Former Civil Service Commission Chair (CSC) Karlo B. Nograles on Friday hailed the appointment of lawyer Marilyn Barua-Yap as the new head of the commission and expressed confidence that the new CSC chief will be able to continue the groundbreaking programs started during his tenure.
“I am confident that Chairperson Barua-Yap will improve on the gains that the Commission was able to attain during my time. The CSC, and the whole bureaucracy, is in good hands,” said Nograles.
Barua-Yap was undersecretary for the Office of Special Concerns and External Affairs and Communications Operations of the Department of Agrarian Reform before her appointment to the CSC.
Nograles said he had worked with Barua-Yap during her time as secretary-general of the House of Representatives.
“I know that she is extremely competent and has an excellent work ethic, a steady hand amid turbulent waters, and most of all, a strong desire to serve the Filipino people,” Nograles said of Barua-Yap.
“I believe that Chairperson Barua-Yap can continue the good work we have done in the Commission, which would benefit not only 1.1 million government employees, but all Filipinos that they will be serving more competently,” he added.
The former chair said he had worked with Barua-Yap during her time as secretary-general of the House of Representatives.
As a young lawyer Nograles served as chief of staff of the late Rep. Prospero Nograles. In 2010 he was elected as representative of the first disrict of Davao City and served three straight terms.
During his time as chair, the CSC launched the e-Learning Management System (eLMS), where its Learning and Development (L&D) Interventions can be accessed. The eLMS serves as a one-stop-shop for public servants who wish to enhance their leadership and management skills.
The CSC was also given the green light to embark on a P3.8-billion project aimed at modernizing the whole government’s human resource management systems.
The Human Resource Information System will be integrated with the payroll system in the next five years. Vacancies in all government agencies will also be reflected in real time.
According to Nograles, “the multifaceted experience of the new CSC chair will serve her well as she works to continue these programs hand in hand with CSC personnel, who I believe share her passion to serve our people.”
The lawyer stepped down from his post earlier this month to run for mayor in his hometown, Davao City.
