AGRI Party-list Rep. Wilbert T. Lee welcomed the arrest order issued by the Valenzuela Metropolitan Trial Court Branch 109 against officials of Allied Care Experts (ACE) Medical Hospital in Valenzuela City who were allegedly involved with “palit-ulo” scheme.
“Palit-ulo” is the illegal hospital detention of relatives of the deceased patients and the refusal to release the death certificate and other relevant medical documents due to unsettled bills of the patient, forcing those detained to find a replacement before they are allowed to leave the premises of the hospital.
“Winner Tayo Lahat kung mababawasan ang pasanin at alalahanin ng pamilyang Pilipino sa panahon ng pagkakasakit. Panalo ang sambayanan kung ang mga pagamutan ay hindi dagdag pasakit o nagiging kulungan pa, kundi tunay na umaalalay, nagpapagaling, nagmamalasakit at umuunawa sa kalagayan ng mga pasyente at ng kanilang mga mahal sa buhay.”
Lee, who earlier filed House Resolution No. 1674 to probe “palit-ulo”, said: “Magandang development ang paglalabas ng Korte ng warrant of arrest laban sa mga opisyal ng ospital na sangkot sa walang puso at walang malasakit na kalakarang ito.”
“Dapat may masampolan agad sa mala-demonyong gawaing ito para matigil na at hindi pamarisan ng iba. ‘Yung gumagawa nito ang dapat ipakulong. Isipin po ninyo: namatayan na nga’t nagluluksa, ikukulong pa nila sa ospital?” the solon stressed.
In his House Resolution, the solon pointed out that those involved in this practice are criminally liable for Serious Illegal Detention and Slight Illegal Detention under the Revised Penal Code.
The solon further reiterated the need for a comprehensive and in-depth investigation on the issue as the local government of Valenzuela recently presented two more victims of the “palit-ulo” scheme in the same hospital.
“Dapat lang na agarang maimbestigahan ng Kongreso ang ilegal na gawaing ito para alamin kung gaano na ito katagal nangyayari at kung ilan pang mga ospital ang gumagawa nito. Malamang, marami pang unreported cases kaugnay nito, at umaasa tayo na lalabas pa ang ibang mga biktima para ipahayag ang kanilang karanasan,” Lee said.
“Pangunahing pangamba ng ating mga kababayan ang magkasakit. Bukod sa karamdaman, natatakot silang lalong mabaon sa hirap at utang dahil wala silang pambili ng gamot o pambayad sa ospital. Kung magkikibit-balikat lang ang gobyerno sa ‘palit-ulo’, lalo lang madadagdagan ang pangamba ng mga Pilipino sa pagpapaospital, at mas pipiliin na lang nila na maratay sa bahay, kahit may malala nang sakit,” he added.
Lee, a staunch health advocate, persistently pushed for the 30% increase in Philippine Health Insurance Corporation (PhilHealth) benefits which took effect on February 14.
The solon also advocated for unlimited coverage for dialysis, cancer treatment, heart bypass surgery, and other diagnostic tests and preventive measures, as well as the effective implementation of the “No Balance Billing” with the ultimate goal of freeing our countrymen from out-of-pocket medical expenses.
“With the myriad challenges that our countrymen face such as the unabated high prices of goods, the Filipino people deserve better services. That’s why we should demand better. Bukod sa dagdag na trabaho, dagdag na kita, sapat at murang pagkain, kasama sa dapat na singilin sa gobyerno ang pagkakaloob ng de-kalidad, abot-kaya, at mapagmalasakit na serbisyong pangkalusugan para sa lahat,” Lee said.
