Civil Service Commission (CSC) Chairperson Karlo Nograles encouraged human resource management practitioners (HRMPs) to fully embrace digitalization to ensure a dynamic civil service.
In his message during the 21st Regional Conference of HRMPs in the Cordillera Administrative Region (CAR) held on 22-23 November 2023 at the Newtown Plaza Convention Center, Baguio City, Chairperson Nograles urged HR practitioners to be proactive in pursuing dynamic HR systems and processes that can meet the requirements of a modern civil service.
With the theme “Embracing the Power of Dynamism: Navigating Change and Innovation in Human Resource Management,” the two-day program focused on cultivating dynamism in the civil service toward a bureaucracy with competent employees and leaders who can adapt to abrupt changes.
“Civil servants are the nuts and bolts that make the government machinery work. The effectiveness of our bureaucracy largely depends on the quality of our human resources, and this is where all of you, as human resource management practitioners, have an integral role. We rely on your sound discretion in selecting individuals, and digitalization is a key component of this endeavor,” he said.
Over 400 HRMPs from various national government agencies, local government units, and state universities and colleges in CAR attended the regional conference organized by the CSC CAR to discuss emerging trends and relevant issues in HR management and organizational development.

Among the subject matter experts for the nine (9) plenary sessions on leveraging digitalization were CSC Acting Assistant Commissioner for Professionalization and Cooperation Judith Dongallo-Chicano and Office for Financial and Assets Management Acting Director IV Maria Victoria Salazar; Pwersa ng Bayaning Atleta Partylist Representative Margarita Nograles; Government Service Insurance System North Luzon Office Vice President Rodrigo Manuel; Baguio City Vice Mayor Faustino Olowan; Regional Development Council – Cordillera Chairperson and Apayao Governor Elias Balut Jr; Baguio City HR Management Officer Atty. Augustin Laban III; and Department of Information and Communications Technology – CAR Administrative Officer IV Ms. Jennifer Mejia-Dizon.
The CSC also conferred the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Bronze Award to the Benguet State University, Municipal Government of Bauko Mountain Province, Department of Education Division of Mountain Province, and Bureau of Internal Review CAR for meeting the maturity level II in Systems, Practices, and HR competencies in all HR core areas.
Another highlight of the conference was the ceremonial garbing of Chairperson Nograles to officially welcome him as an honorary Cordilleran. He was adorned with the Baya’ung, Pungot, and other traditional garments.
Chairperson Nograles also called on all civil servants to support the government’s efforts toward digital transformation in the bureaucracy.
“These changes should empower and not intimidate our civil servants. In this digital age, our civil servants must embrace continuous learning and upskilling to remain relevant and effective. We should view digital transformation as a catalyst for personal and professional growth, enabling the government workforce to deliver better public services to the citizens we serve,” ended Chairperson Nograles.
