CONSOLIDATED CHILD ABUSE BILL GETS HOUSE PANEL OK

The House Committee on the Welfare of Children has approved the consolidation and preparation of a substitute bill for the two bills on the positive discipline of children, said Bagong Henerasyon Party-list Representative Bernadette Herrera.

“I thank our committee chairperson, fellow members, and co-authors for agreeing on a clear definition of child abuse. That consensus includes adopting the existing definition with further clarifications and addressing the gray areas when parents and other persons with parental authority exceed their authority,” the House deputy minority leader said.

“Klaro sa mga sinabi ng ating mga kasamahan sa komite na kahit magulang ka man, kapag child abuse na ang ginagawa mo sa bata, child abuse talaga iyan at hindi maaaring gamiting palusot na kesyo dinidisiplina lamang ang bata,” Herrera added.

“The views our colleagues expressed are meant to protect children from abusive parents and give the police and barangay responders the clear basis to intervene when the children are in danger or at risk.”

“We thank the resource persons from the concerned government agencies, academe, and nongovernment organizations for their inputs and continuing support through the years and until now. With their backing, we remain confident that during the 19th Congress and in the early years of the administration of President Ferdinand Marcos Jr, the proposed law on the positive and nonviolent discipline of children will take effect,” the seasoned lawmaker stressed.
