The Philippine Health Insurance Corporation (PhilHealth) presented to the House Committee on Health chaired by Batanes Representative Ciriaco Gato Jr. its Konsulta Package.
PhilHealth Vice President for Primary Care and Head Executive Staff Albert Francis Domingo, MD, MSc, described the Konsulta package as a primary healthcare program that provides consultations, laboratory tests, and medicines to PhilHealth members.

Domingo added that primary health care is a whole-of-society approach to effectively organize and strengthen national health systems, bringing health services closer to the communities.
Marikina City 2nd District Representative Stella Luz Quimbo said that all Filipinos must be able to avail of primary health care services.
“PhilHealth should undertake measures to encourage more private providers involved in the program in order to expand the availability of the Konsulta Package.”

Domingo shared that private providers shall be paid P750 per patient who availed of the Konsulta Package; for public providers, the payment is P500 per patient.
He added that PhilHealth is already working on adjusting the capitation rate, as well as providing intensified technical assistance and operational support to make the accreditation more convenient and appealing to providers.
Gato assured PhilHealth that the committee fully supports the implementation of the Konsulta Package.
The legislator said the panel will be focusing on post-pandemic preparedness and response, and primary care during the Second Regular Session of the 19th Congress.
