The Civil Service Commission (CSC) has announced the 43 semi-finalists for the 2023 Search for Outstanding Government Workers.
In line with this, the CSC is encouraging the public to share their feedback, whether they are positive or negative, regarding the nominees for the three (3) award categories on or before 21 July 2023.
“We encourage the public to participate in CSC’s Search for Outstanding Government Workers that aims to recognize our civil servants who displayed exemplary behavior in performing their duties,” CSC Chairperson Karlo Nograles said.
“Your valuable feedback will help in selecting the best awardees among this year’s nominees, the most commendable public servants who will serve as our models in giving quality public service.”

The CSC, through the National Honor Awards Program (HAP) Secretariat, announced that there are eight (8) individual and six (6) group semi-finalists vying for the Presidential Lingkod Bayan Award, a recognition conferred to an individual or group for their exceptional contributions that had a nationwide impact.
For the individual category, they are:
- Ms. Brilin Aradanas Adalin, Master Teacher II, Department of Education (DepEd) City Schools Division of Tacurong, Kalandagan Elementary School, Tacurong City, Sultan Kudarat
- Mr. Orlando Fernando Balderama, University Professor, Isabela State University, Echague, Isabela
- Mr. Henry Sicad Bensurto Jr., Chief of Mission I, Department of Foreign Affairs, Pasay City
- Mr. Ambrosio Balladares Cultura II, SUC President IV, University of Science and Technology of Southern Philippines, Cagayan de Oro City
- Mr. Kris Cristhoper Calangian Dela Cruz, Master Teacher I, Alaminos City National High School, Alaminos City, Pangasinan

Meanwhile, ten (10) individuals and five (5) groups are vying for the CSC Pagasa Award, a recognition given to an individual or group for their outstanding contributions that directly benefit more than one department of the government.
The semi-finalists for the individual category are:

For the group category, the semi-finalists are:

- The DOST 500 Specialist, DOST-Technology Application and Promotion Institute, Bicutan, Taguig
“14 civil servants have been selected as semi-finalists for the Outstanding Public Officials and Employees (Dangal ng Bayan Award).”
In addition, the CSC has declared that fourteen (14) civil servants have been selected as semi-finalists for the Outstanding Public Officials and Employees (Dangal ng Bayan Award).
This accolade is conferred on an individual for the performance of an extraordinary act or public service and consistent demonstration of exemplary ethical behavior as outlined in Republic Act No. 6713 or the “Code of Conduct and Ethical Standards for Public Officials and Employees.”
