Quirino governor and Union of Local Authorities of the Philippines (ULAP) president Dax Cua called on local government units to integrate the “Listahanan 3 poverty database” to improve their delivery of social services.
“I urge my fellow LGU executives to adopt the Listahanan 3, which can help us in ensuring that our programs are correctly targeted and benefit those who most need our intervention,” Cua said.
The Department of Social Welfare and Development through its National Household Targeting Office recently launched the Listahanan 3, which aims to formulate a unified criterion for identifying ‘poor’ households through scientific means.

The latest version of the poverty database is the result of updates that started in 2019.
According to the DSWD, Listahanan 3 was finalized after three rounds of household assessments were counted. Some 15,487,655 households from both rural and urban areas were assessed during the third cycle.
The agency reported that of the number, 36 out of 100 households or some 5.6 million individuals were identified as “poor”. They also found that 5.5 percent of “poor farmers” in the country are already in their old age, while five out of 10 indigenous people households were considered poor.
Cua underscored the role that the Listahanan could play in eliminating the duplication of entries in “the various lists that LGUs and government agencies use.”
“The Listahanan should serve as the master-list of the whole government para harmonized ang mga database natin at hindi doble-doble ang entry,” the governor added.
According to the DSWD, Listahanan 3 was finalized after three rounds of household assessments were counted. Some 15,487,655 households from both rural and urban areas were assessed during the third cycle.
“Amid increasingly scarce resources, we cannot afford to misallocate our funds due to arbitrarily compiled lists or incorrectly identified targets. With the Listahanan 3, we can be assured that the database we are using has undergone a rigorous and scientific process,” Cua also said.
