The Civil Service Commission (CSC) welcomed the upcoming return of Atty. Karlo Alexei B. Nograles to the agency after President-elect Ferdinand Marcos Jr. renominated him as its Chairperson-designate.
“We were already off to a good start with Chair Karlo’s earlier brief stint at the Commission. Now that he’s back, I, together with Commissioner Ryan Acosta, as well as the rest of our officials and employees, are eager to continue working with him on the plans and much-needed reforms we had laid down for the civil service,” said CSC Senior Commissioner Aileen Lourdes A. Lizada.
Nograles was given an ad-interim appointment as CSC Chairperson by incumbent President Rodrigo Roa Duterte on 4 March 2022 and served until 1 June 2022.
According to the Commission, among its plans under Nograles are to change outdated modes of service delivery through proactive HR policies and programs, digitalization, and upskilling of the government workforce. The Commission pointed out that, due to the fast-changing needs and conditions of the workforce, its priority is to make public service delivery adaptive and agile to ensure continuity even amid crises or emergencies.
CSC Resolution No. 2200209, or the Policies on Flexible Work Arrangements in the Government, was one of the last policy resolutions the Commission promulgated before Nograles stepped out of the agency. The policy aims to provide adaptable and responsive work schemes for government officials and employees to manage any current or emergent situations caused either by natural and man-made calamities or any other situation that may affect the delivery of public services.
Meanwhile, Nograles expressed his gratitude to President-elect Ferdinand “Bongbong” Marcos, Jr. for another chance to lead the constitutional body.

Maraming, maraming salamat po for this opportunity to continue our efforts to further professionalize the civil service, not only to make it world-class but, more importantly, to better serve our fellow Filipinos, especially during these trying times. I am very excited to return to the Civil Service Commission and lead it into the better normal, together with its committed and dedicated public servants,” Nograles said.

Nograles served three terms as representative of the 1st District of Davao City from 2010 to 2018, during which he chaired the Committees on Labor and Employment (16th Congress) and Appropriations (17th Congress), after which he was appointed as Cabinet Secretary by Duterte in November 2018. He also served as presidential spokesperson and co-chair and spokesperson of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).
