The local government of Zamboanga rolled out recently the Safe, Swift and Smart Passage (S-PaSS), a one-stop-shop application for the use of people entering the city.
Mayor Maria Isabelle Climaco-Salazar said she issued Executive Order (EO) 652-2021, formalizing the guidelines in adopting the S-PaSS for travelers.
Climaco-Salazar said the S-PaSS will facilitate a safe, swift and smart coordination of travels to the destination local government units (LGUs).
“The traveler may check if the destination LGU has a restricted or unrestricted travel policy.”

If the LGU is restricted, they must use S-PaSS to apply for a Travel Coordination Permit (TCP).
She said travelers are free to go to any unrestricted destination, but it is recommended to secure a Travel Pass-Through Permit (TPP) if they will be passing through LGUs with restricted status.
Climaco-Salazar said the S-PaSS was developed by the Department of Science and Technology (DOST) as an innovative travel management information system for easy coordination in areas with different restrictions.

Climaco-Salazar said the program was conceptualized by the Department of Science and Technology (DOST) and the city government’s Computer Services Division, in collaboration with the local Inter-Agency Task Force (IATF), border control head, City Veterinarian Dr. Mario Arriola and the City Disaster Risk Reduction Management Office (CDRRMO).
Under EO 652-2021, the head of the Computer Service Division shall monitor the daily operations and maintenance of the S-PaSS while the CDRRMO shall be the sole approving authority for the issuance of TCP.
The mayor said its implementation is pursuant to the mandate contained in the National IATF Resolution No.101 series 2021 dated February 26, 2021.
The National IATF resolution approved the uniform protocols for land, air and sea travel of the Department of the Interior and Local Government, crafted in close coordination with the Union of Local Authorities of the Philippines, League of Provinces of the Philippines, League of Municipalities of the Philippines, and the League of Cities of the Philippines.
