Electric cooperatives (ECs) are always ready to extend assistance to fellow power distribution utilities in need, the Philippine Rural Electric Cooperatives Association (PHILRECA) party-list said.
PHILRECA Rep. Presley de Jesus said the task force recently created by the National Electrification Administration (NEA) to help the Misamis Oriental II Rural Service Electric Cooperative, Inc. (MORESCO II) in improving its operations after retrogressed performance is yet another proof of this.
The agency mandated the task force “to endeavor to resolve several issues that brought it to its financial distress; institute measures in the management and operational performance towards NEA standards.”
“We cannot stand idly by when an electric cooperative suffers from operational setbacks. Be it typhoons or financial storms due to corporate misjudgements, we come to the aid of our brothers and sisters in the rural electrification movement. With NEA’s assistance, this is EC culture at its best,” De Jesus said.
In a statement on Tuesday, NEA Administrator Edgardo Masongsong announced the deactivation of the MORESCO II Board of Directors and the creation of Task Force Sidlakang Misamis Dos Power (TF-SMDP), members of which are the general managers of neighboring top-performing electric coops.
Chaired by Atty. Melchor Cubillo, the TF-SMDP will perform the duties and responsibilities of the EC Board of Directors prescribed in NEA Bulletin No. 35 and NEA Memorandum No. 2020-001 on Code of Governance for Electric Cooperatives.
Named by the NEA as members are General Manager Jovel Ubay-Ubay of the Misamis Oriental I Rural Service Electric Cooperative, Inc. (MORESCO I), General Manager Christopher Dulfo of Bukidnon Second Electric Cooperative, Inc. (BUSECO), and General Manager Darwin Daymiel of Agusan del Norte Electric Cooperative, Inc. (ANECO).

The agency mandated the task force “to endeavor to resolve several issues that brought it to its financial distress; institute measures in the management and operational performance towards NEA standards; review its governance policies and practices and institute measures for reforms; and, obtain/encourage commitment building from the EC leaders, officers and employees and stakeholders.”
It is also tasked “to assist the NEA in monitoring an assessment of the operations of MORESCO II based on monthly and quarterly reports, historical and projected cash flow statement; and, in providing financial, institutional, and technical support in its operational management.”
